Due to great public interest to the issue of holding an extraordinary session of the Verkhovna Rada of Ukraine, the Press Service of the Verkhovna Rada of Ukraine Secretariat informs about the following.
On January 21, 2013, at 10.11 a.m. the Verkhovna Rada of Ukraine Secretariat registered the letter of people’s deputy A. P. Yatseniuk (of January 21, 2013, No. 32-01/13) where it is suggested to hold an extraordinary session of the Parliament in accordance with part two of article 83 of the Constitution of Ukraine.
The Verkhovna Rada Secretariat registered several letters from A. P. Yatseniuk of January 21 (No. 32-01/13), January 22 (No. 65-01/13), and January 24 (No. 04-02/4-16 and 75-01/13). The letters contain proposals in regard to the agenda of the extraordinary session of the Verkhovna Rada of Ukraine, request to issue signature sheets for collection of signatures in support of the initiative to include into the agenda of the Verkhovna Rada the issue on voting the Prosecutor General of Ukraine out of office, etc.
The document supporting the initiative to vote the Prosecutor General out of Office with signatures of people’s deputies has not been registered at the Verkhovna Rada, and therefore there are no grounds for issuing the respective order.
In addition, on January 25, 2013 at 11.40 a.m. the Verkhovna Rada of Ukraine Secretariat registered the letter of people’s deputy V. V. Lukyanov (of January 25, 2013, No. 30/01-7) providing the information concerning the fact that ten people’s deputies of Ukraine have crossed the border. The signatures of these people’s deputies are indicated on the document I support of the extraordinary session. People’s deputy V. V. Lukyanov asked to take this information into consideration while taking the decision concerning the extraordinary session on January 29, 2013.
Considering the abovementioned information, there appeared the necessity to determine the legality of the initiative to hold an extraordinary session. In connection with this, the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine was instructed to deal with this issue.
